Spark Foundry USA announced today the appointment of Joe Kowan as the agency’s Executive Vice President of Digital Solutions, Precision and Technology. The new appointment underscores Spark’s commitment to continue leading in the evolving precision and adtech landscape.

With over a decade of experience under his belt, Kowan will have oversight into Spark Foundry’s entire digital offering, with a focus on the agency’s precision, ad tech and data-enabled media work. He will also play a key role in leading and scaling the agency’s precision team across the US, as well as seek out innovative business solutions and insights for clients in the digital marketing space. Based in Chicago, Kowan will report into Shelby Saville, President, Digital Solutions.

An adtech veteran, Kowan comes to Spark Foundry from Media iQ, where he spearheaded the company’s enterprise and technology strategy as its EVP of Strategy & Product for the US. Before that, Kowan held various senior leadership positions within several WPP operating companies, including GroupM, where he was most recently the Worldwide Head of Programmatic Buying. Prior to that role, Kowan was responsible for launching the group’s Programmatic Buying Unit, functioning as President, Programmatic Buying, for GroupM North America.
